Senator Taylor moved that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Senator Halford objected. The question being: Shall the bill be returned to second reading for the purpose of a specific amendment? Senator Taylor offered Amendment No. 1 : Page 1, line 13: Delete "nonprofit corporations" Insert "organizations" 1996-05-02 Senate Journal Page 3837 HB 59 Page 2, line 2, following "department.": Insert "The department shall give a preference for donation of the harvest permits to organizations eligible under this subsection that have provided volunteer efforts, in-kind services, or money used to accomplish the original transplantation of elk to Etolin Island." Page 2, lines 8 - 10: Delete "If the department does authorize a qualified organization to conduct an auction or raffle for a big game species, the department shall make available to a qualified organization based in the state at least one harvest permit for that species." Insert "Harvest permits that are available for auction or raffle by qualified organizations under this subsection shall be apportioned by the department equally among the judicial districts of the state for auction or raffle by qualified organizations based in the respective judicial districts. The department shall grant a preference under this subsection to qualifying organizations that are willing to provide, or have provided, volunteer efforts, in-kind services, or money for transplantation of big game species." Senator Taylor moved for the adoption of Amendment No. 1. Senator Halford objected. The question being: Shall Amendment No. 1 be adopted?
